Republicans could introduce legislation on Social Security, sure. Some kind of legislation may even be needed. But, they don’t call that a third rail for nothing. They found that out when Bush tried to privatize Social Security, just like Paul Ryan wants to do. Not only will something like that not pass, the pitchforks will be sharpened.
